General Overview of the Program

The Ontario Immigrant Nominee Program (OINP) is the official immigration program of the Province of Ontario. It allows the provincial government to nominate foreign nationals for permanent residence in Canada. The program functions in coordination with the federal government of Canada (through Immigration, Refugees and Citizenship Canada — IRCC) and targets a broad range of applicants: from highly skilled workers and international graduates to entrepreneurs and French-speaking candidates.

OINP operates based on an annual nomination quota, which is renewed by the federal government. In 2024, the province had a quota of over 16,500 nominations, including additional allocations for French-speaking and priority-sector categories.

Main Streams of the OINP Program

The program is divided into three major categories, each containing specific streams, with their own selection criteria, documentation, and submission procedures.

1. Employer Job Offer Category

This category targets candidates who already have a valid job offer from an employer based in Ontario. It includes:

  • Foreign Worker Stream
    For skilled foreign professionals with relevant work experience. Requirements:
    • Full-time job offer in an eligible NOC TEER 0, 1, 2, or 3 occupation;
    • At least 2 years of relevant work experience;
    • Offered wage must meet or exceed Ontario’s median wage for the position;
    • Employer must complete an attestation through the new OINP Employer Portal (mandatory starting July 2025).
  • International Student Stream
    For graduates of Canadian designated learning institutions:
    • At least a one-year diploma or a post-secondary degree (bachelor’s, master’s);
    • Full-time job offer in a TEER 0–3 occupation;
    • Demonstrated intent to reside in Ontario.
  • In-Demand Skills Stream
    For workers with experience in high-demand but lower-skilled occupations (TEER 4–5):
    • Experience in sectors such as caregiving, warehousing, agriculture, and food production;
    • Minimum language requirement — CLB 4;
    • Must have a valid job offer from an approved Ontario employer.

2. Human Capital Category

This category is intended for candidates who have an active profile in the Express Entry system and meet the eligibility criteria under the Federal Skilled Worker (FSW) or Canadian Experience Class (CEC) programs.

  • Human Capital Priorities Stream (HCP)
    The largest and most dynamic stream, operating under the Notification of Interest (NOI) model — the province selects candidates from the Express Entry pool. Requirements:
    • Minimum of a bachelor’s degree;
    • CLB 7 or higher;
    • Work experience in high-demand sectors (tech, finance, healthcare, construction, etc.);
    • In 2023–2024, specific draws targeted tech occupations such as NOC 21231, 21234, 21311, etc.
  • Skilled Trades Stream
    For candidates with recent or ongoing skilled trades work experience in Ontario:
    • Must have work experience in Ontario;
    • CLB 5 minimum;
    • Valid Express Entry profile required.
  • French-Speaking Skilled Worker Stream
    For French-speaking candidates with additional proficiency in English:
    • Minimum CLB 7 in French and CLB 6 in English;
    • Express Entry profile required;
    • Must meet FSW or CEC eligibility, including education and work experience.

3. International Student Category (Graduate Streams)

  • Masters Graduate Stream
    For graduates of Ontario-based master’s programs. No job offer is required.
    • Program must be at least 1 year in length;
    • CLB 7 language level;
    • Proof of residing in Ontario for at least one year before applying.
  • PhD Graduate Stream
    For candidates who completed a doctoral degree at an Ontario university.
    • No job offer required;
    • Must have lived in Ontario for at least 1 year;
    • Application must be submitted within 2 years of graduation.

4. Entrepreneur Stream

This stream targets businesspersons intending to establish or acquire a business in Ontario:

  • Minimum investment: $200,000 to $600,000 CAD (depending on region);
  • Minimum 2 years of business ownership or senior management experience;
  • Business plan and job creation are mandatory;
  • Application involves two stages: Expression of Interest → full application + in-person interview.

Why You Must Clearly Indicate the Stream

OINP consists of more than 9 distinct streams, each with specific rules and eligibility. Therefore, questions such as:

  • “How do I apply through Ontario’s PNP?”
  • “Is LMIA required for OINP?”
  • “Can I apply without a job offer?”

cannot be accurately answered without specifying the intended stream.

For example:

  • LMIA is not required for any OINP stream, but the employer must undergo a formal verification process through the OINP Employer Portal.
  • Some streams allow application without a job offer (Masters, PhD, Human Capital Priorities), while others do not.
  • Requirements for language, education, and documents differ drastically from stream to stream.

Frequent Changes and Stream Updates

Like other provincial programs, OINP is a dynamic system responsive to labor market needs. This means that:

  • Streams may temporarily close due to quota caps or system upgrades;
  • Criteria such as eligible occupations, language levels, and employer obligations may be modified;
  • New streams may launch to respond to workforce shortages (e.g., in agriculture or francophone regions).

For instance:

  • In 2024, French-Speaking Skilled Worker Stream criteria were updated;
  • The Masters Graduate Stream was temporarily paused due to exceeding the annual intake limit;
  • Employer-related streams introduced stricter wage compliance verification.
