Alberta strengthens its immigration and socio-administrative course, combining two key directions of development: active attraction of qualified personnel through Alberta Advantage Immigration Program (AAIP) and modernization of the system of identification documents for residents of the province. September selections of 2025 year, increase of nomination quota and planned renewal of identity cards and driver’s licences from 2026 year create a new balance between economic needs, security and comfort of citizens.

 

  1. Immigration activity in September 2025 year

At the beginning of September 2025 year Alberta conducted seven selections and issued 1 376 invitations for submission of application. This became the largest indicator among the months of the current year.

  • The most large-scale selection happened 4 September within Alberta Opportunity Stream, where received invitations 891 candidates.
  • Express Entry selections were conducted by sectors: construction, aviation, agriculture and health care.
  • Dedicated Health Care Pathway showed stability: in total 193 invitations were issued only during nine days of September.

Conclusion: selections are oriented to those branches which are critically important for economy of Alberta and experience shortage of personnel.

 

  1. Priority directions of 2025 year

Alberta Opportunity Stream (AOS)

The largest by volume stream, where is concentrated more than half of all quotas. In the pool there are more than 41 800 profiles, which makes this direction simultaneously the most popular and the most competitive.

Alberta Express Entry Stream

In 2025 year selections are adapted under priority sectors: construction, agriculture, aviation and health care. Introduced also specialized sub-streams — for health care, IT-specialists and law enforcement officers.

Dedicated Health Care Pathway

Gives possibility to attract doctors, nurses and other medical workers through Express Entry and outside it. This is strategically important direction, because health care system of Alberta experiences significant personnel deficit.

 

  1. Quotas and their usage

To September 2025 year Alberta had annual quota of 4 875 nominations, from which 3 749 already used, remained 1 126.

Besides that, in the province there are 1 768 applications in the queue for review, which creates significant pressure on the system.

 

  1. Increase of quota in 2025 year

Federal government of Canada adopted decision to increase quota of Alberta to 6 403 nominations (+1 528 places). This allows partially to restore level after reduction in 2024 year (9 750 nominations).

Meaning of increase of quota

  • more invitations for candidates in the second half of year;
  • decrease of load in the pool;
  • possibility wider to support regional labour market;
  • increase of chances for candidates in medical sphere, construction and agriculture.

Conclusion regarding quotas: In 2024 year Alberta had the highest quota (9 750 places). Reduction in 2025 year on 50% became serious challenge for program, however partial restoration to 6 403 places gives province possibility to keep balance between economic needs and limitations of federal policy.

 

  1. Reasons of previous reduction

At the end of 2024 year federal government reduced immigration levels for 2025–2027 years because of crisis with affordable housing. This decreased general quotas for provincial programs on 50% — from 110 000 to 55 000 nominations.

However, in 2025 year happened partial restoration: additional quotas received Alberta, New Brunswick, Newfoundland and Labrador, Saskatchewan, Yukon and Northwest Territories.

 

  1. Administrative changes from 2026 year: new ID and driver’s licences

Besides immigration news, Alberta implements renewed identity cards and driver’s licences from autumn 2026 year.

Key innovations

  • Mark of citizenship: on documents of citizens of Canada will be indicated code “C” or “CAN”. This will allow to confirm not only identity, but also citizenship with one document. Permanent residents and other non-citizens this mark will not receive.
  • Number of medical insurance: Alberta Health Care Number will be integrated to ID, which will help to eliminate more than 530 thousand duplications in register and to decrease risks of fraud.

Peculiarities of implementation

  • new marks will appear automatically at renewal or receiving of card;
  • to confirm citizenship is necessary only one time;
  • cost of document will not change, expenses are covered by government;
  • information will be displayed briefly, in accordance with international standards.

Thus, one document will perform functions of identity card, confirmation of citizenship and medical insurance. This will decrease bureaucracy, simplify access to state programs and increase protection of data.

 

Conclusions

Alberta in 2025–2026 years forms multidimensional policy:

  • immigration direction: active selections, increase of quotas, clear orientation on priority sectors;
  • administrative direction: renewal of documents, combination of ID and medical number, increase of security and convenience for citizens.

For candidates for immigration this means more chances for receiving of invitation, and for residents of province — access to more modern and safer state services. Alberta confirms its status of province which combines economic development with care about well-being of society.
