PGWP Changes for International Students: New Rules Starting November 1, 2024

International students represent one of the key categories of newcomers to Canada who, after completing their studies, may obtain a Post-Graduation Work Permit (PGWP). This document allows graduates to gain practical work experience in Canada and is an important prerequisite for future permanent residence.

However, starting from November 1, 2024, new conditions will come into effect, which will significantly change the rules for students, especially those planning to study at colleges. Below is a detailed analysis of the innovations, deadlines, and recommendations for interested individuals.

1. IRCC Position Regarding Changes for International Students

According to the official update published by Immigration, Refugees and Citizenship Canada (IRCC), the new rules for international students will take effect on November 1, 2024.

It is important to understand:

  • Individuals who submit an application for a study permit before or on November 1, 2024, or already have a valid permit at that time, will retain the right to obtain a PGWP under the current conditions;
  • Applicants who submit documents after November 1, 2024, will have to comply with the new, more stringent requirements.

2. Who Will Be Eligible for PGWP After November 1, 2024

The main change is the introduction of an official list of approved study programs, after completing which graduates will be eligible to apply for a PGWP.

As of today, IRCC has published a list of 966 study programs that meet the new criteria. Graduates of these programs will be able to obtain a Post-Graduation Work Permit.

At the same time, certain programs that have traditionally been popular among international students, including:

  • Business,
  • Tourism,
  • Other programs focused on humanities or service industries,

will be excluded from the list, which automatically deprives their graduates of the opportunity to apply for a PGWP under the new rules.

This particularly applies to short-term college programs, even if they lead to an academic degree.

3. Transitional Period and Practical Recommendations for Students

Considering the introduction of new restrictions, all prospective students planning to study in Canada are recommended to:

  • If you have already received a Letter of Acceptance from a Canadian educational institution, immediately submit an application for a study permit, to meet the deadline of November 1, 2024;
  • Verify in advance whether the selected program is included in the IRCC-approved list, especially when it comes to college studies;
  • In case of doubts or difficulties in independently verifying the program’s status — consult with immigration lawyers or licensed consultants.

It is important to note that for students who obtain a study permit before November 1, 2024, PGWP will remain available under the previous, less restrictive rules.

Conclusion

The changes to the PGWP rules that come into force on November 1, 2024, will significantly affect the future of international students in Canada. The new requirements aim to enhance the quality of educational programs and give preference to graduates who study in high-demand fields.

Those who plan to gain Canadian work experience and, in the future, remain in the country on a permanent basis, should act promptly, carefully verify current information, and submit study permit applications within the established deadline.

Thorough preparation and timely decisions will allow you to take full advantage of the PGWP program under the existing conditions.
