IRCC to Increase Application Processing Fees Starting December 1, 2024 — Updated Tariffs, Legal Implications, and Applicant Guidance

The Immigration, Refugees and Citizenship Canada (IRCC) has announced an increase in official application processing fees for several categories of temporary and permanent residence applications. These new tariffs will take effect on December 1, 2024, and will apply to individuals seeking to:

  • Extend or restore temporary resident status;
  • Apply for re-entry to Canada;
  • Request criminal rehabilitation;
  • Participate in specific programs, such as International Experience Canada (IEC).

The adjustment of fees reflects inflationary changes and the need to align administrative costs with the actual expenses associated with processing immigration applications.

Updated Processing Fees Effective December 1, 2024

The following are the new IRCC fees applicable to relevant categories:

  • Restoration of Visitor Status — $239.75 CAD (increase of 4.69%);
  • Restoration of Student Status — $389.75 CAD (increase of 2.84%);
  • Restoration of Worker Status — $394.75 CAD (increase of 2.80%);
  • Authorization to Return to Canada (ARC) — $479.75 CAD (increase of 4.40%);
  • Criminal Rehabilitation (Standard Offences) — $239.75 CAD (increase of 4.34%);
  • Criminal Rehabilitation (Serious Criminality) — $1,199.00 CAD (increase of 4.36%);
  • Temporary Resident Permit (TRP) — $239.75 CAD (increase of 4.34%);
  • International Experience Canada (IEC) Participation Fee — $179.75 CAD (increase of 4.51%).

What Happens if You Paid the Old Fee Before December 1, 2024

Applicants who submit a complete application to IRCC before December 1, 2024, and pay the current fee will not be required to pay the adjusted amount, provided the application is accepted for processing.

Important Clarifications:

  • In cases where applicants submit paper-based applications and the payment confirmation reflects the old fee prior to December 1, IRCC may request that the difference be paid.
  • In such instances, applicants will receive official instructions from IRCC regarding the additional payment and the process for submitting the updated receipt.

Procedure for Paying the Fee Difference

  • Calculate the required fee adjustment based on the new tariffs;
  • Make the payment using the official IRCC online payment system;
  • Submit the receipt for the additional payment in accordance with IRCC’s instructions.

Legal Significance of Fee Changes and Practical Recommendations

  • This fee increase is part of IRCC’s routine adjustment of administrative costs in line with inflation and operational expenses.
  • Individuals planning to submit applications in the coming weeks are strongly advised to finalize and submit their documents before December 1, 2024, to avoid higher processing costs.
  • Applicants should carefully review the official IRCC website for up-to-date fee schedules before submitting their application packages.

Conclusion

The increase in processing fees effective December 1, 2024, is part of Canada’s broader financial management strategy to maintain the efficiency and sustainability of its immigration system.

Prospective applicants seeking to restore status, apply for re-entry, request criminal rehabilitation, or participate in specific temporary programs should account for these fee adjustments in their application planning. Submitting documents in advance of the fee increase can help reduce financial burdens and prevent delays.
