What is Provincial Nominee Program?

Canada’s Provincial Nominee Program (PNP) enables provinces and territories to select immigrants who meet their specific economic and labour market needs. Through Canada’s two-tier immigration system, skilled workers have the option to apply through both federal and provincial pathways. Currently, there are 11 participating provinces and territories, offering more than 90 unique immigration streams tailored to regional priorities.

In some cases, skilled foreign workers, international graduates from eligible Canadian institutions, or business candidates may not qualify under federal immigration programs. When this happens, they may pursue permanent residency through one of Canada’s Provincial Nominee Programs (PNPs). These programs allow provinces and territories to select and nominate candidates whose skills, work experience, or investment potential align with their regional economic needs. Once nominated, candidates proceed to the second stage of the process—submitting a permanent residence application to IRCC.

There are two main types of PNPs: Express Entry-aligned streams and non-Express Entry (base) streams. Those nominated through an Express Entry stream receive an additional 600 CRS points, virtually guaranteeing an Invitation to Apply (ITA) for permanent residence. Express Entry-aligned PNPs may either select candidates directly from the federal Express Entry pool or require applicants to submit a profile through the province’s own Expression of Interest (EOI) system.

Prior to 2021, non-Express Entry PNP applications were submitted on paper, often resulting in lengthy federal processing times of 18 to 24 months. Today, applicants can file online through the IRCC portal, which has significantly improved efficiency. The government’s current target is to issue decisions on base PNP applications within 6 to 8 months.

 

Classification of PNP Streams

All of Canada’s provinces and territories—with the exception of Nunavut—operate their own Provincial Nominee Programs (PNPs). Quebec, however, manages its immigration system independently under a special agreement with the federal government, allowing it to set its own selection criteria and processes.

As an economic immigration pathway, the PNP is designed to attract individuals who can contribute to local economies. This includes international graduates from designated learning institutions (DLIs) in Canada, skilled foreign workers with relevant experience and qualifications, as well as entrepreneurs and investors, including those involved in agricultural and rural business ventures.

IRCC says..

“Immigration Minister Marc Miller announced that federal nominations allocations to Canada’s PNPs for 2025 have been cut by 50%, from approximately 110,000 in 2024 to just 55,000 in 2025.”

This reduction affects all participating provinces and territories (except Nunavut), with each received nomination allocation halved compared to the previous year.

This remark underscores Ford’s frustration with the federal reduction in PNP quotas and his push for Ontario to assume more autonomy in addressing local labour needs without relying on Ottawa.

Provincial Immigration Streams for Skilled Workers

PNP streams targeting skilled workers typically require applicants to have a valid job offer from an employer located in the nominating province or relevant work experience in a qualifying occupation. Many provinces maintain in-demand occupation lists that identify priority sectors, while some also publish exclusion lists for roles not eligible for nomination. These programs are designed to address specific labour shortages and attract talent aligned with local economic priorities.

  • Ontario has three streams focused on international students under the Ontario Immigrant Nominee Program (OINP): Ph.D. Graduate Stream, Masters Graduate Stream, and Employer Job Offer: International Student Stream. While the first two streams require a candidate to complete a doctorate or master’s degree, in the Employer Job Offer: International Student Stream – a job offer from a Canadian employer is the main criterion.
  • Manitoba has one provincial program for students: The International Education Stream under the MPNP is a stream for university and college graduates in Manitoba.
  • The Saskatchewan Experience stream under the SINP is an immigration way for graduates in Saskatchewan with a full-time job offer.
  • British Columbia offers three streams under the BC PNP for International Graduates: Express Entry British Columbia and Skills Immigration streams require a mandatory job offer from an applicant. At the same time, candidates in the International Post-Graduate Category are exempt from this requirement.
  • Nova Scotia provides an opportunity for graduates who have their businesses and intent to live in the province to immigrate through the International Graduate Entrepreneur Stream.
  • Prince Edward Island under the PEI PNP invites recent graduates with job offers to apply for the International Graduate Stream.
  • There are two streams for international graduates in Newfoundland and Labrador under the NLPNP: The International Graduate for candidates who have graduated from any Canadian DLI and have a job offer or work for a provincial employer, and a stream for those who have the goal of doing business in the province.

Provincial Immigration Pathways for International Graduates

After completing a program of study at an eligible Canadian institution, international students may receive a Post-Graduation Work Permit (PGWP) valid for up to three years. With Canadian education and work experience, many provinces offer dedicated PNP streams for recent graduates. Eligibility often depends on the type of credential obtained, the graduate’s job offer, and whether their occupation aligns with regional labour market needs. These pathways provide a practical route to permanent residence for those seeking to remain in Canada after graduation.

  • Ontario offers several pathways for skilled foreign workers, including the French-Speaking Skilled Worker Stream, Human Capital Priorities Stream, Skilled Trades Stream, and a suite of Employer Job Offer Streams tailored to specific occupational needs.
  • Alberta provides two key options for international talent: the Alberta Opportunity Stream, designed for those already working in the province, and the Alberta Express Entry Stream, which selects candidates directly from the federal Express Entry pool.
  • British Columbia invites skilled workers through its BC PNP across multiple categories, such as Skills Immigration – Skilled Worker, International Graduate, Entry Level and Semi-Skilled, and the Express Entry BC – Skilled Worker and Health Care Professional streams. The province also operates a specialized tech-focused stream, BC PNP Tech, previously known as the Tech Pilot.
  • Manitoba nominates foreign workers under its MPNP through streams like Skilled Workers Overseas, Manitoba Express Entry Pathway, Skilled Workers in Manitoba, and the Morden Community-Driven Immigration Initiative.
  • New Brunswick manages two main immigration streams for foreign workers: the Express Entry Labour Market Stream and the Skilled Worker with Employer Support Stream.
  • Newfoundland and Labrador offers pathways for international candidates through the Express Entry Skilled Worker Stream, Skilled Worker Category, and the recently introduced Priority Skills Stream under the NLPNP.
  • Nova Scotia attracts global talent through several options including the Nova Scotia Experience: Express Entry, Labour Market Priorities Stream, Labour Market Priorities for Physicians, Skilled Worker Stream, and the Physician Stream. The Occupations in Demand Stream is also used to address specific workforce gaps.
  • Prince Edward Island supports immigration through the PEI PNP Express Entry Stream, Skilled Worker Outside Canada, Skilled Worker in PEI, and the Critical Worker Stream, all under its Labour Impact category.
  • Saskatchewan offers a broad range of streams for skilled applicants, including International Skilled Worker – Express Entry, Occupations In-Demand, Employment Offer, and several Saskatchewan Experience streams such as Health Professionals, Hospitality Sector Project, and Long Haul Truck Driver Project.
  • Northwest Territories operate three immigration streams for foreign workers: Express Entry, Skilled Worker, and Critical Impact Worker, targeting essential sectors across the territory.
  • Yukon welcomes international workers through its YNP via the Yukon Express Entry, Skilled Worker, and Critical Impact Worker streams.

Provincial Immigration Streams for Business Immigrants

Many Canadian provinces offer business immigration streams aimed at attracting entrepreneurs, investors, and business owners who can contribute to local economic growth. These streams typically require applicants to meet minimum net worth and investment thresholds, as well as commit to establishing or purchasing a business within the province. In return, successful candidates may receive a provincial nomination, providing a pathway to permanent residence.

  • Ontario:

    • Entrepreneur Stream – For individuals looking to establish or acquire a business in Ontario.

  • Alberta:

    • Self-Employed Farmer Stream – For experienced farmers with the financial capacity to invest in Alberta’s agricultural sector.

    • International Graduate Entrepreneur Stream – For recent graduates of Alberta post-secondary institutions who want to start a business.

    • Foreign Graduate Start-Up Visa Stream – For foreign-educated entrepreneurs with business plans supported by designated agencies.

  • British Columbia:

    • Entrepreneur Immigration – For experienced entrepreneurs planning to manage a business in B.C.

    • Entrepreneur Immigration – Regional Pilot – Targets entrepreneurs starting businesses in smaller B.C. communities.

  • Manitoba:

    • Entrepreneur Pathway – For business owners and senior managers ready to invest in Manitoba.

    • Farm Investor Pathway – For individuals with farming experience looking to operate a farm in rural Manitoba.

    • International Student Entrepreneur Pilot – For Manitoba graduates who wish to launch a business.

  • New Brunswick:

    • Post-Graduate Entrepreneur Stream – For graduates of New Brunswick institutions who have run a business in the province for at least one year.

    • Entrepreneur Stream – For experienced business owners or senior managers intending to live and manage a business in New Brunswick.

  • Newfoundland and Labrador:

    • International Graduate Entrepreneur Stream – For graduates of Newfoundland and Labrador institutions who have started a business in the province.

    • International Entrepreneur Stream – For experienced entrepreneurs ready to settle and run a business in the province.

  • Nova Scotia:

    • International Graduate Entrepreneur Stream – For Nova Scotia graduates with experience managing a business in the province.

    • International Entrepreneur Stream – For experienced entrepreneurs planning to live in Nova Scotia and operate a business.

  • Prince Edward Island:

    • Business Work Permit Entrepreneur Stream – Requires applicants to actively manage a business in PEI and meet investment requirements.

  • Saskatchewan:

    • Entrepreneur Stream – For individuals establishing or acquiring a business in Saskatchewan.

    • International Graduate Entrepreneur Category – For recent Saskatchewan graduates launching a business.

    • Farm Owners and Operators Stream – For experienced farmers investing in Saskatchewan’s agricultural sector.

  • Northwest Territories:

    • Entrepreneur Business Stream – For entrepreneurs who want to establish or purchase a business and live in the territory.

  • Yukon:

    • Business Nominee Program – For businesspeople investing in Yukon and committing to active participation in daily operations.

Provincial Immigration Streams for Candidates Outside Canada

While many PNP streams are designed for individuals who already live, work, or study in a Canadian province, several programs also offer opportunities for candidates residing outside Canada. These streams do not require prior Canadian work experience, a job offer, or local education, and are open to skilled individuals who meet specific selection criteria set by the province.
