About the program
The Skilled Worker Stream is divided into two key trajectories:
- Skilled Worker in Manitoba (SWM) — for those who are already legally working in Manitoba and have a permanent full job offer from a Manitoba employer. Usually at least 6 months of continuous work with the same employer is required (for graduates of other provinces — 12 months). Self-employment, seasonal, temporary, part-time, or commission-based employment do not qualify.
- Skilled Worker Overseas (SWO) — for applicants outside Canada or outside Manitoba who have a connection with the province (relative/Manitoba Supporter, prior education/experience in Manitoba, or an official invitation to a strategic recruitment) and who meet the points-based selection system (language skills, age, education, experience, adaptability). There is a separate In-Demand Occupations List; minimum language thresholds apply for it.
Language. MPNP accepts IELTS General, CELPIP-General, PTE Core, TEF Canada, TCF Canada; tests must not be older than 2 years at the moment of submitting the online application. For TEER 0–3 usually CLB/NCLC 5+ is expected, for TEER 4–5 not lower than CLB/NCLC 4 (at minimum for “job-readiness”). The final threshold depends on the occupation and regulation.
Finances. The basic MPNP requirement for settlement funds is $10,000 for the principal applicant + $2,000 for each family member; for candidates with Express Entry the higher federal IRCC standards apply. For those who are already working in Manitoba, the current income is taken into account; however, proof of available funds is still submitted.

- Minimum language for most occupations — CLB/NCLC 5, for TEER 4–5 — not lower than CLB/NCLC 4; for regulated/medical professions — higher requirements.

- Personal data and family status: passports, certificates, visas/status, documents on children/guardianship.

- Submission of full application to MPNP
After receiving LAA you have 60 days to upload documents through the MPNP Online system. At this stage you need to:

- Decision and PR status
After approval at IRCC you receive Confirmation of Permanent Residence (COPR) and later the PR card. From that moment you have the right to permanent residence, work, and study without restrictions in Canada.

Comparison with other provincial programs
- Manitoba (MPNP)
The main emphasis is on ties with the province. This can be a relative or Manitoba Supporter, prior study or work experience in Manitoba, as well as an official invitation to a strategic recruitment. Selection is carried out through the EOI points system, and LAA (Letter of Advice to Apply) is sent to candidates with the best profiles. - Saskatchewan (SINP)
The main focus is In-Demand Occupations lists. If your occupation is on the list, even without a job offer you can apply. Language requirements are often lower than in Manitoba: for many streams CLB 4 is enough. This makes the program attractive to a wide circle of candidates. - Alberta (AAIP)
Known for its flexibility. Often sends Notifications of Interest to candidates with low CRS in Express Entry, but expects a connection with the province (job, education, family) or job offer. The program is popular among those who do not reach high CRS thresholds in EE. - Ontario (OINP)
The most selective: the main emphasis is on highly qualified workers. There are streams for IT specialists, medical workers, educators, as well as for francophone candidates. Selections are mostly targeted, CRS thresholds are high, but the advantage is in scale — Ontario annually has the largest quotas.
