OINP: Key Updates as of July 1 and 2, 2025: New Regulations, Employer Portal, and Changes for Applicants

Effective July 1 and 2, 2025, the Government of Ontario has introduced significant amendments to the Ontario Immigrant Nominee Program (OINP). These regulatory changes are designed to enhance the efficiency of the program, ensure better alignment with the current labour market needs, and strengthen verification processes to maintain the program’s integrity.

The updates have been implemented under the framework of the Working for Workers Seven Act, which outlines new standards for attracting skilled foreign workers, protecting the provincial labour market, and increasing transparency within immigration procedures. The changes also respond to reduced federal nomination quotas for Ontario in 2025, which require the province to adopt stricter selection measures.

Key Changes to OINP

1. Right to Return Applications Prior to Nomination Decision

The OINP now has the formal authority to return applications that do not meet updated program requirements or strategic labour market priorities, even before a final decision on provincial nomination is issued.

Key Details:

  • The applicant and/or their authorized representative will receive an official notification;
  • Any paid application fees will be fully refunded to the applicant;
  • Applications may be returned under the following circumstances:
    • Ontario’s annual provincial nomination quota has been reached;
    • The application does not align with current labour market needs in Ontario;
    • Risks to the program’s integrity have been identified, including concerns over the authenticity of submitted information.

This measure allows the OINP to focus its resources on processing only those applications that meet the province’s specific economic and labour priorities.

2. Mandatory In-Person Interviews

The updated regulations provide the authority to require in-person interviews for:

  • Provincial nomination applicants;
  • Employers participating in Employer Job Offer streams.

The purpose of these interviews is to verify the accuracy of information provided in applications and supporting documentation, and to prevent abuse of the program.

Where necessary, exceptions or special conditions may apply to accommodate candidates who are unable to attend in person due to legitimate reasons.

3. Relaxed Requirements for Early Childhood Educators (NOC 42202)

For candidates applying under:

  • Human Capital Priorities (HCP);
  • French-Speaking Skilled Worker (FSSW) streams,

whose primary occupation corresponds to NOC 42202 (Early Childhood Educator or Assistant), the standard requirement for a post-secondary degree is waived, provided the candidate holds active membership with the College of Early Childhood Educators (CECE).

Membership in the professional college is accepted as sufficient evidence of qualification and readiness to work in the field.

For all other applicants under these streams, the requirement for a Canadian bachelor’s, master’s, or PhD degree (or an officially recognized foreign equivalent) remains in place.

4. Launch of New Employer Portal (Effective July 2, 2025)

To further digitalize processes and enhance program transparency:

  • All Employer Job Offer streams will transition to a model where the employer initiates the application;
  • All previously submitted Expression of Interest (EOI) profiles have been automatically cancelled;
  • To participate, the following steps are now mandatory:
    • The employer must register their business in the new Employer Portal;
    • The employer must submit verified information regarding the job offer;
    • The applicant, in collaboration with the employer, must submit a new EOI through the Portal.

The full technical requirements and procedures for using the Portal are outlined in program updates released on June 12 and July 2, 2025.

Reasons for the New Measures

  • The federal government has reduced provincial nomination quotas for Ontario, citing housing affordability concerns across Canada;
  • The OINP must now apply more selective and targeted criteria to ensure the program aligns with regional labour market demands;
  • Ontario was the last province to announce its updated quotas for 2025, which led to a temporary suspension of candidate selection until June 3, 2025.

Conclusion

As of July 2025, the Ontario Immigrant Nominee Program operates under new, more stringent rules aimed at enhancing the program’s selectivity, integrity, and alignment with provincial economic priorities.

Applicants are strongly advised to:

  • Carefully review the updated program requirements before applying;
  • Be aware of the revised procedures for employer involvement in the application process;
  • Prepare for potential in-person interviews as part of the verification process.

The introduction of the Employer Portal is intended to streamline technical aspects of application submission but also increases expectations for the accuracy and completeness of provided information.

In cases where an application is returned, it will not negatively affect the applicant’s immigration history, provided the return occurs before a final decision is made. Nonetheless, these developments necessitate a strategic, well-prepared approach to documentation and employer collaboration to maximize the chances of securing a provincial nomination through the OINP.
