In November 2024, Canada launched a new nationwide initiative called Pathways to Teach Canada, designed to simplify access for foreign-trained teachers to the Canadian education system. This project is part of the Government of Canada’s broader strategy to attract skilled professionals to the education sector, addressing the pressing shortage of qualified educators across the country.

Pathways to Teach Canada offers a centralized and standardized process for foreign-trained teachers who wish to obtain certification and work in Canadian schools, childcare centres, or other educational institutions in compliance with provincial or territorial legislation.

What is Pathways to Teach Canada

Pathways to Teach Canada is an official online platform providing a single point of access for foreign educators seeking to undergo the certification process required to teach in Canada. Through this platform, candidates can submit applications for:

  • recognition of foreign academic credentials;
  • verification of language proficiency;
  • direct transmission of results to the relevant provincial or territorial regulatory bodies.

This initiative aims to harmonize and standardize the recognition of foreign teaching qualifications, which is particularly important given the ongoing teacher shortage in most regions of Canada.

Participating Provinces and Territories

As of June 2025, the following provinces and territories officially participate in the Pathways to Teach Canada initiative:

  • British Columbia;
  • Manitoba;
  • New Brunswick;
  • Newfoundland and Labrador;
  • Northwest Territories;
  • Nova Scotia;
  • Nunavut;
  • Prince Edward Island;
  • Saskatchewan.

The province of Ontario operates its own regulatory body, the Ontario College of Teachers, however, Pathways to Teach Canada enables candidates to complete the recognized Language Competency Assessment for the Teaching Profession (LCATP), the results of which are accepted for certification in Ontario.

The provinces of Quebec, Alberta, and the territory of Yukon are not currently part of this platform. Individuals intending to teach in these jurisdictions must complete the certification process directly with the relevant local authorities under separate procedures.

Stages of the Pathways to Teach Canada Process

The certification process includes several interrelated steps:

  1. Academic Credential Evaluation
    1. Conducted through the accredited organization World Education Services (WES).
    1. Compares foreign teacher education credentials to Canadian standards.
  2. Language Proficiency Assessment
    1. Candidates complete the Language Competency Assessment for the Teaching Profession (LCATP).
    1. The assessment is available in English or French, depending on the requirements of the chosen jurisdiction.
    1. LCATP results are recognized by most provincial and territorial regulators.
  3. Transmission of Results to Competent Authorities
    1. The platform automatically forwards the results of credential and language assessments to the designated regulators in the selected province or territory.
  4. Final Certification at the Provincial or Territorial Level
    1. Upon receipt of results, the local regulator may require additional documentation, including:
      1. a police clearance certificate;
      1. confirmation of prior teaching experience;
      1. completion of adaptation or bridging courses (covering the Canadian education system, pedagogical standards, etc.).

Important: Pathways to Teach Canada is not an employment program. It does not guarantee a specific job in the education sector but simplifies the recognition of foreign qualifications and provides the legal basis to work as a teacher after successful certification.

Immigration Opportunities for Teachers

It is important to highlight that qualified educators benefit from priority status when applying for permanent residency in Canada. Under the Express Entry system, which introduced category-based selection rounds in 2023–2025, the teaching profession is considered a priority occupation.

In particular:

  • In May 2025, a targeted selection round was conducted for candidates with work experience in education under NOC 43100.
  • The minimum CRS score required for this draw was 479 points, significantly lower than the general threshold for the Federal Skilled Worker (FSW) or Canadian Experience Class (CEC) streams, which exceeded 510 points.

Therefore, individuals with teaching qualifications and relevant experience have a realistic opportunity not only to work in the Canadian education sector but also to obtain permanent resident status under favourable conditions.
